an attested copy of

Ordinance, entitled "An Ordinance

Seamen
to prevent the Desertion
belonging to Foreign Ships and Vessels and which I hope will be found such as to enable your Lordship
to lay it before The Queen for Her Majesty's approval.
The necessity of
this ordinance
was brought to my notice by the United States' Consul and American Firm deeply interested in the American Trade of this Colony.
